How to read TIF (Nebraska)

  • Base vs excess value. Base is the taxable value when the TIF project starts; excess is the increment that can be captured to repay redevelopment costs.
  • Blight / substandard. Nebraska law generally requires a finding that the area is blighted or substandard before a TIF plan proceeds.
  • CRA / CDA. Cities use a Community Redevelopment Authority (CRA) or Community Development Agency (CDA) — branding varies by city.
  • Micro / expedited TIF. Some smaller projects use streamlined paths (including Neb. Rev. Stat. §18-2155-style tools); check each city’s tracker for how it labels them.
  • Term caps. TIF capture is time-limited; see project documents and DOR rows for start/end years.
  • Don’t sum statewide. Excess values and project counts are city-scoped and vintage-specific — this hub shows no rolled-up statewide $ total.
